This position is responsible for administering HUD rental subsidy contracts, Low Income Housing Tax Credit (LIHTC) projects, and related portfolio activities. Responsibilities include the accurate and timely completion of regulatory compliance file audits, management reviews, and physical property inspections for rental units within Rhode Island Housing’s multifamily portfolio, in accordance with applicable federal, state, and agency guidelines and policies.
This is a hybrid position based in Providence, Rhode Island, where you will be an integral part of our Leased Housing team. The role is designed for in-person collaboration and active engagement within our office environment.
What you’ll do daily:
- Manage a portfolio of approximately 40 affordable housing projects across the state.
- Conduct a variety of on-site physical inspections, including Management and Occupancy Reviews in accordance with HUD regulations, as well as Low-Income Housing Tax Credit (LIHTC) audits per IRS guidance.
- Analyze and maintain portfolio databases and perform compliance functions for multiple state and federal rental housing programs, including HOME, Section 811, and other state-level programs.
- Prepare written reports and correspondence to owners/managing agents and relevant federal and state agencies.
- Ensure that identified deficiencies or compliance issues are corrected and provide timely follow-up and documentation to owners/managing agents and government entities.
- Provide ongoing technical assistance and compliance support to owners/managing agents and act as an intermediary in resolving tenant-related issues.
- Assist team members with on-site inspections and file audits as needed.
- Conduct additional inspections to investigate repairs or tenant concerns.
- Address tenant and owner/agent complaints related to health, safety, and operational issues, including required HUD and IRS reporting.
- Maintain a comprehensive understanding of compliance requirements for HUD Section 8, LIHTC, and other federal and state rental housing programs.
- Obtain required certifications, Tax Credit Program Compliance, and HUD Section 8 administration, through nationally recognized affordable housing training organizations approved by RIHousing within 120 days of hire (if not already certified).
- Participate in special projects or task forces as assigned.
- Ensure safe, well-maintained, affordable housing by conducting thorough property inspections and file audits that uphold federal, state, and agency compliance standards.
- Strengthen program integrity by accurately processing documentation, reporting non-compliance, and maintaining complete, timely records for assigned developments.
- Support long-term property performance by conducting Management and Occupancy Reviews and analyzing LIHTC, HOME, 811, and other program data within Prolink to identify trends and risks.
- Promote regulatory compliance by providing clear, actionable guidance to owners and management agents and ensuring timely resolution of deficiencies.
- Improve tenant and owner experiences by mediating issues professionally and offering technical assistance that enhances property management practices.
- Contribute to organizational effectiveness by performing specialized administrative and reporting functions that support Rhode Island Housing’s mission and compliance obligations.
- Minimum of five years of property management or related housing experience
- Tax Credit compliance and Section 8 certifications from nationally recognized affordable housing training organizations
- Strong verbal and written communication skills, along with solid organizational and negotiation abilities
- Proficient computer skills, including intermediate knowledge of word processing, spreadsheet, and database software
- Bilingual ability preferred (especially Spanish or Portuguese)
- Bachelor’s degree in real estate, business administration, or a related field; property management certification; and/or equivalent work experience
- Use of a personal vehicle, a valid driver’s license, and proof of insurance required
